This building on the corner of High and Caledonia Streets was built for the Public Trust Department. 

The local branch of the Public Trust had opened only the year before in Union Street, but a decision was soon made to build their own offices. 

Wellington architects, Messrs. Hoggard and Prouse designed the building and called for tenders in February 1912. The successful tender came from Messrs. Campbell and Burke of Wellington.

In October 1912, the Hawera & Normanby Star described the new building as of "old Roman design and makes rather an imposing structure."

The total cost was £1,700 and the newspaper hoped that the building would "meet the requirements of the district for many years to come".
