Remains of the pier constructed for installation of the 450 metre-long marine outfall for treated effluent from the New Plymouth Wastewater Treatment Plant. The outfall pipe was tunnelled under Te Rewa Rewa pā from the treatment station on the landward side.
The land-based sewage treatment scheme was championed by Mayoral candidate, David Lean, in the 1980 local authority elections - a position he won.
