In August 1916, a permit for the construction of a residence on Town Section 2097 for Kotterill V. S. Breach was granted by the Borough Council - the builders were Boon Bros, and the home had an estimated cost of £800. Earlier, in June 1916, the Borough Council agreed to an application from Mr Breach to extend the sewerage system to his Lemon Street property.
With its prominent position, original single-pane double hung sash windows, and well-kept garden, this villa has high streetscape value and represents a style of building now less common in New Plymouth.
This villa is designed to attract the attention of those passing by; its sweeping corner verandah providing a place for the occupants to sit and 'to be seen'.
Town Sections 2097-2113 were initially offered for sale in late 1896 and early 1897 - several businesses including Mitchinson's Plant Nursery occupied the site prior to this time. Most of the houses were built after this time, and whilst some have been removed, this section of Lemon Street still contains a number of late 1890s and early 1900s homes.
