In June 1908 the Taranaki Education Board accepted the surrender of Mrs Alice Gilmour's lease of Town Sections 582 and 583 and instead issued separate leases for each section. Mrs Gilmour continued to lease Section 583, whilst Section 582 was transferred to Torquil Vavasour Mackay.
A permit was granted by the New Plymouth Borough Council to Alice Gilmour on 16 January 1909 for the construction of a residence in Wallace Place - R. Wallath was listed as the architect/builder, and the estimated construction cost was £430.
The New Plymouth Borough Council rates book for 1908-09 lists the combined value of Town Sections 582 and 583 as just £5, with no house present. By the following 1909-10 rating year, the value of only Town Section 583, with house, is noted as £35.
