This bungalow on Victoria Road was constructed in 1923, with the architects being local firm Messenger, Griffiths and Taylor, who called for tenders for construction of the house in mid-October 1923.

A permit was granted to Christopher Carter by the New Plymouth Borough Council on 31 October 1923; Hay and Spindle were the builders, and the estimated construction cost was £900.

The building is clad in plain weatherboard and retains most of its original windows - some of which are leaded and/or contain divided panes. A garage has been added underneath the original home at a later stage.
