This villa is one of three homes (24, 26 & 28 Fulford Street) constructed for William Dawson Webster between about 1899 and 1901.
It seems at least two of the villa's (and likely all three) were designed by noted New Plymouth architect Frank Messenger, with Messenger calling for tenders for the erection a 'cottage' in Fulford Street for W. D. Webster in both January 1899, and in April 1900.
Groupings of villas are now uncommon in New Plymouth, with many now demolished or removed from their original sites.
