This villa is one of three homes constructed for Mrs Freeth on Town Section 731 in 1900.
In August 1900 it was reported by the Borough Council "that the plans of Mrs Freeth's houses be approved, subject to the drainage and sanitary arrangements being approved by the Engineer". Mrs Freeth is first listed as the ratepayer for Town Section 731 in the 1901-02 rating year, and at this time, three houses are listed as being present on the section, and the property had a value of £96.
Mrs Freeth appears to have had her private residence constructed on neighbouring Town Section 730 soon after (probably the current villa at 53 Vivian Street), having recently shifted from a house which she also had constructed on the corner of Morley and St Aubyn Streets (current 18 Morley Street).
