Two permits were granted to J. C. Legg in 1907 for the construction of homes on Hine Street - these permits most likely relate to the villas currently at 48 and 50 Hine Street. It is unclear which permit relates to what home: 

Permit One: On 25 July 1907, a permit was granted to J. C. Legg for construction of a residence on Town Section 34, Hine Street - the architect/builder was G. W. Hartnell, and the estimated construction cost was £295.

Permit Two: On 4 November 1907, another permit was granted to J. C. Legg for a residence on, Hine Street (no section number was given, but is presumed to be for Town Section 34) - the architect/builder was G. W. Hartnell, and the estimated construction cost was £350. 

J. C. Legg was the owner of both halves of Town Section 34 when it was surveyed in August 1908.
