A permit was granted by the Borough Council to Thomas Sinclair on 14 October 1924 for the construction of a house on Lot 1 of Blk 21, Belt Road (now Sanders Avenue) – Boon Bros were the builders, and the estimated construction cost was £1400.   

The home was designed by noted New Plymouth architects Messenger, Griffiths and Taylor, who called for tenders for the construction of a "story and a half residence at Dartmoor, New Plymouth, for Mr T. Sinclair" in July 1924.
