Two separate permits were granted by the Borough Council to R. Scott in 1925 for the construction of two homes on Town Section 23 - the permits relate to 90 & 92 Hine Street, although it is currently unknown what permit relates to which home. 

The first permit was granted to R. Scott on 30 March 1925, Scott was the builder, and the estimated construction cost was £550.

The second permit was granted to R. Scott on 13 July 1925, Scott was the builder, and the estimated construction cost was £600.

Town Section 23 was bought by R. Scott in December 1923 and subdivided after the houses were built in 1926. The eastern part (#90) was bought Arthur Bach in May 1926.
