During February 1912, architect Frank Messenger advertised for tenders for the erection of a residence in Barrett Street.
A permit was granted to New Plymouth dentist Augustus Charles Hugh Collins on 13 April 1912 for the construction of a residence on Town Section 557 - the architect is noted as Frank Messenger and the home had an estimated value of £888.
The house is significant as one of the first buildings in New Plymouth to incorporate features from the bungalow style that would become popular during the 1920s-30s.
Whilst certainly more bungalow than villa, elements such as sash windows with divided upper panes are reminiscent of Frank Messenger's earlier villas and consequently the house is probably best described as belonging to the transitional style.
Edward Carr obtained the lease of the property in 1941 and in 1951 the freehold was acquired by his widow Edna.
