A permit was granted to E. Fair on 12 June 1928 for the construction of 8 shops on Part Town Sections 1444 and 1445, Devon Street - Boon Bros were the builders, and the estimated construction cost was £3644. Mr Ernest Fair was a Fielding-based businessman.
The shops were designed by noted New Plymouth architects Messenger, Griffiths & Taylor, who called for tenders in April 1928.
