This two-storey villa was constructed for Mr R. Heard in 1908, with the architect (and also presumably the builder) being Henry Wallath. A permit for the home was granted by the Borough Council in August 1908, with an estimated construction cost of £650.

It is one of several 1900s-1910s two storey homes located near the intersection of Hine and Weymouth Streets. Houses of this size and age are uncommon in New Plymouth.
