A permit was granted by the Borough Council to New Plymouth solicitor David Hutchen on 25 March 1913 for the construction of a residence on Sections 23 & 24, Bell Street - the estimated construction cost was £1000.
New Plymouth architect David Hutton designed the home and called for tenders in February 1913. The house was described in Progress in 1913.
