This villa, located on the western part of Town Section 59, was designed by New Plymouth architect Frank Messenger for Mrs Wiley in 1906. 

A building permit was issued to Mrs Wiley on 23 November 1906 for a cottage on Town Section 59, with an estimated value of £316. In September 1906 Frank Messenger advertised for tenders for "building a residence in Hine Street" - this is likely to be for 41 Hine Street. 

Town Section 59 was subdivided in 1906, with the western part being purchased by Mrs S. (Sophia) Wiley.
