This villa on the south-side of Hine Street, between Dawson and Weymouth Streets, was probably built about 1899. Located on Town Section 65, it was purchased by Alexander Peddie in 1899 and he is listed as living on Hine Street on the 1900 electoral roll. Peddie sold the property to Gilmour in 1914 and the following year it was bought by Thomas John Billing. The next change of ownership was in 1924 when Arthur Valentine Cooper purchased it from the Public Trust.

It was later demolished and replaced in 1960 by a brick and tile house, built for Mr & Mrs Foreman by Jones & Sandford.

This, in turn, was moved from the site in 2015 and three townhouses built.
