A permit for a residence on Town Section 22, Hine Street and Cutfield Road, was granted to Mr P. Madsen on 7 April 1902 - the builder/architect was Louis Bullot, and the estimated construction cost was £310. This permit most likely relates to 96 Hine St, with the neighbouring cottage at 94 Hine St likely constructed earlier in the 1880s.

Of note: Recorded as permit #7, Peders Villa is the earliest surviving building recorded in the New Plymouth Borough Council Building Permit Books - the Borough Council began issuing building permits in April 1902. 

The villa was purchased by Mr Pedersen at some stage after its construction - however the purchase is not recorded the deed register for Town Section 22; although two mortgages taken out by Pederson in 1912 are recorded. 

The earliest reference to 'Peders Villa' is in late August 1903, when Mrs Annie Rough advertises that she is prepared to take students in oil painting, "at her residence 'Peders Villa' corner of Hine and Cutfield Streets". However, it is unclear whether Madsen or Pederson owns the section at this stage, as Madsen is still listed as living on Section 22, Hine Street up until his death in 1908 - it is possible the section was purchased by Pedersen, and one of the homes was then rented back to Madsen - the section doesn't appear to have been subdivided until 1912.

Whilst the villa has been altered from its original form, its original structure remains intact.
