A permit was granted to Denis Vaughan Sutherland by the Borough Council on 8 March 1939 for the construction of house on Lot 2 of Sec 69, Whiteley Street - J. Gifford was the builder, and the estimated construction cost was £1000. 

Denis (Denny) Sutherland was New Plymouth Mayor from 1968 until 1980, and seems to have lived in this home until 1972, when he had the rear home at 22A Whiteley Street constructed - he then resided at 22A Whiteley Street until his death in 1993.
