A permit was issued to the Taranaki Jockey Club in July 1918 for the construction of a caretaker's cottage at the New Plymouth Racecourse - the builder/contractor was R. L. Roberts, and the estimated construction cost was £800. The bungalow was designed by noted New Plymouth architect Thomas Herbert Bates, who was architect to the Taranaki Jockey Club at the time and was responsible for designing a number of improvements to the club's grounds in 1917 and 1918.
As the cottage was located on Pukekura Park land, at the August 1918 monthly meeting of the Pukekura Park Board, "a resolution was passed giving effect to the board's decision to grant permission to the Taranaki Jockey Club to build a caretaker's residence upon the board's property".
