This building stood on what is now the Downtown Car Park in Courtenay Street. It was built in 1925 for the wholesale liquor firm, Goldwater Brothers Ltd. It was designed by Thomas H. Bates, the contractor was F.D. Payne Ltd. and Smart Bros. were responsible for the electrical and plumbing work. The total cost of the building was about £4,500.

The Taranaki Daily News expressed their enthusiasm for the building ("Fine Building Planned") on 4 November 1925 and it was thought the building would be completed by the middle of the following year. In a more general article about the New Plymouth property market in July 1925 the Taranaki Daily News described the building in some detail and indicated that although not completely finished, the company had moved into their new premises.

The building was later known as Powderham House and was demolished to make way for the Downtown parking building in 1986.
