In November 1913 two seperate permits were granted to George W. Hartnell for "residences" on Town Section 2055. The estimated costs for these homes were £400 and £300 - although it is unclear which of the two permits relate to 257 Courtenay Street. 

In the period just prior to the First World War, George Hartnell constructed a number of villas in a similar style to 257 Courtenay Street  across New Plymouth.
