Constructed as offices and the warehouse for the transport firm of Hooker Bros. One of New Plymouth's oldest surviving firms, Hooker Brothers was established in 1878 and built their first premises on this intersection in 1890.

Tender advertisements placed by the architect Thomas H. Bates were published in local newspapers in December 1926. A permit for the building was issued on 21 January 1927 to Hooker Bros. for business premises on the 'Harbour Reserve' with an estimated value of £9,000. Boon Bros. were responsible for the construction.
