A permit was granted by the New Plymouth Borough Council to William Mather on 9 August 1921 for the construction of a house on Section R, Gaine Street, New Plymouth Town Belt – C. H. Arnold was the builder, and the estimated construction cost was £900.

The bungalow was designed by noted New Plymouth architects Messenger, Griffiths and Taylor, who advertised for tenders for the erection of a residence for Mr Mather on Gaine Street, in late July 1921.
