Ronald Hector Hartley was born on 7 May 1919 in Hurleyville, South Taranaki, son of Joseph and Pauline Hartley. He lived in Gill Street, New Plymouth and worked as a storeman before he enlisted as a Private with the 22nd Infantry Battalion and served in World War Two.
His first wife was Winifred Saywell. Winifred died in 1962. He later married Alice Mary O'Carroll.
He served in the Vietnam War with the Royal New Zealand Infantry as a Warrant Officer. He was awarded the Meritorious Service Medal (MSM) and the NZ Army Long Service and Good Conduct Medal. He served in the NZ Army for 19 years.
Ronald died in the Hawkes Bay on 11 August 2009, aged 90.
